The seller needs to indicate that this particular item is not the complete insert and frame to be assembled as a complete unit to occupy each vacant grille hole. It is only the actual frame outline for each hole in the grille that will hold an individual insert which must be bought separately or as the combo kit Smittybilt 75511 (which, coincidently is also poorly described but the way you can tell it is the complete set #1, more expensive, #2 the weight is heavier) - but this is my assumption.
